Enforcement Actions Database

Welcome to the California Department of Managed Health Care's (DMHC) Enforcement Action Database (EAD).

The Office of Enforcement handles the litigation needs of the DMHC by investigating alleged violations of the Knox-Keene Health Care Service Plan Act of 1975 (the Knox-Keene Act) under the DMHC's administrative powers as a California state licensing agency. The Office of Enforcement exercises its jurisdiction to prosecute violators in an administrative action before the Director of the DMHC, the Office of Administrative Hearings, or in the California Superior Courts. When the DMHC finds the Knox-Keene Act is violated, the Director is authorized to take a variety of actions, including, assessing administrative penalties and issuing a cease and desist order requiring the subject of the order to stop the offending action. All subjects are afforded appropriate Due Process protections.

The Enforcement Action Database allows a user to search enforcement actions posted since July 1, 2000. A user can search by health plan name, organization name, action date(s), penalty amount(s), document category, or violation section (California Health and Safety Code and title 28 of the California Code of Regulations). A user may also conduct a full text search of any document posted to the EAD and may export search results into an Excel spreadsheet.

Understanding Information on the EAD

The Enforcement Action Database includes an action date for each document posted, information on Related Parties and Associated Matters. The action date is the date the DMHC signed a document and is the date used when a document is posted. A Related Party is an entity or individual that is impacted by the enforcement action but is not the focus of the investigation. Associated Matters are identified when one document, most commonly a Letter of Agreement, addresses multiple enforcement matters. A document posted to the EAD that involves Associated Matters will identify each associated matter by name and the penalty assessed against each individual matter. Related Parties and Associated Matters will show only on documents posted to the EAD on or after August 21, 2014.
