The DMHC licenses and regulates California health plans. We strive to streamline the process health plans must follow to comply with California law. This section has all the information plans need in easy and convenient formats.
Knox-Keene compliance documents and reports are electronically submitted to the Department via the DMHC webportal.
The eFile application is only available with individual login/password access.
A health plan may now have multiple individuals with a login and password. Each individual authorized to submit filings on behalf of the plan must have a completed Electronic Filing Signature Verification Contract (see form below) with an original signature on file with the DMHC. The Login and Password is unique to each individual and should be protected from inadvertent disclosure. Anyone who is provided with access to the Login and Password will have access to and the ability to alter your organization's data submission.
Once the Department receives this information, we will assign a Login and Password to the individual and send the information via U.S. mail to that principal officer/designee. Basic eFile training is offered on a quarterly basis and is alternately held between Sacramento and Los Angeles. A very basic guide to eFiling is provided here.
