A Message From The Director
The Department of Managed Health Care is pleased to participate in the recent
Governor's Executive Order D-37-01 to reach and maintain the goal of 25% Small
Business Participation and the Governor's Executive Order D-43-01 to achieve a
minimum of 3% Disabled Veteran Business Enterprise (DVBE) Participation. We wish
to assist the local suppliers who are certified small businesses in the expansion,
growth and development in the small business community. There are over 2 million
small businesses in the State of California that employ more than 50% of the
current workforce and derive over 90% of the State's gross domestic product. We
hope that the following information will be of great benefit to the Department's
current and potential vendors. What we do as a state department has a direct
effect upon the local community and we wish to do our part to assist in the
economic growth of our local businesses. Doing business with small businesses
and DVBE is an investment into the State of California.

The Department's Small Business Advocates are responsible for receiving and
responding to complaints received by the Department from small businesses; providing
technical advice and assisting small businesses in resolving problems and questions;
and reporting small business concerns and recommendations to the Director. Also,
they are responsible for promoting state contracting and procurement possibilities
and the rules and regulations as they relate to and impact small businesses and
disabled veteran business enterprises.
The Department of Managed Health Care has three offices, two in Sacramento and one in Los Angeles.
The Procurement Unit conducts procurements for the Department and actively solicits
participation from the disabled veteran business enterprise and small business
vendor community.
