Paul Durr

CEO, Sharp Community Medical Group

Paul Durr, Sharp Community Medical GroupPaul Durr, is CEO of Sharp Community Medical Group, where he leads a team that provides care for more than 350,000 lives, in San Diego County.

Durr joined Sharp Community Medical Group in 1992 and served as the Chief Financial Officer for 12 years. Most recently, Durr served as Vice President of Physician Network Development at Sharp HealthCare, focused on the launch of Sharp Care Physicians, Inc., a network of Sharp-affiliated physicians in San Diego County.

Paul received his Bachelor’s Degree in Business Administration from the University of San Diego in 1986 and his CPA certificate in 1990.


Abbi Coursolle

Senior Attorney, National Health Law Program

Abbi Coursolle, National Health Law ProgramAbigail (Abbi) Coursolle is a Senior Attorney in the National Health Law Program’s Los Angeles offices. Abbi provides technical assistance, advocate training, and litigation support on a range of issues, with a special focus on access to care Medicaid managed care, prescription drug access, behavioral health access, LGBTQ health equity, and children’s health issues.

Before joining the National Health Law Program, Abbi was the Greenberg Traurig Equal Justice Works staff attorney at the Western Center on Law & Poverty. Abbi received a B.A. with honors in Chinese language and literature from Yale University, a J.D. with honors from the UCLA School of Law, and a Masters in Public Policy with honors from the UCLA School of Public Affairs.


Mark Kogan, M.D.

Gastroenterologist

Mark Kogan, M.D.Mark H. Kogan, M.D. is a gastroenterologist in private practice in Berkeley and San Pablo, California since 1987. Caring for an ethnically diverse population of patients, he also spends time seeing patients and teaching at Contra Costa Regional Medical Center.

Kogan has served on the California Medical Association (CMA) for 9 years and is a prior president of the Alameda Contra Costa Medical Association, and a member of the California delegation to the American Medical Association. He is a prior regional medical director of the Alta Bates Medical Group IPA and has served on the Clinical Practice Committee of the American Gastroenterological Association. He is prior Chief of Staff of Doctors Medical Center in San Pablo and served on the faculty of University of California at San Francisco as well as Touro University, California.


Jarrod McNaughton

Chief Executive Officer, Inland Empire Health Plan

Jarrod McNaughtonJarrod McNaughton, is Chief Executive Officer of Inland Empire Health Plan (IEHP). He works collaboratively with the IEHP Governing Board to set the strategic vision and provide executive leadership for one of the 10 largest Medicaid health plans and the largest not-for-profit Medicare-Medicaid Plans in the U.S. He cultivates IEHP’s strong partnership with providers, hospitals, and hundreds of community partners to deliver quality whole-person care to more than 1.6 million members.

McNaughton currently serves as the 2023 Board Chair for Local Health Plans of California and chair of Manifest MedEx, the largest Health Information Exchange in California. Jarrod received his Bachelor of Science in Public Relations from Pacific Union College and his Master of Business Administration at the University of La Verne.


Jeff Rideout, M.D.

President and Chief Executive Officer, Integrated Healthcare Association (IHA)

Jeff Rideout, M.D., Integrated Health CareJeff Rideout, M.D., is President and Chief Executive Officer of the Integrated Healthcare Association (IHA).

Prior to joining IHA, he was the Senior Medical Advisor for Covered California. Dr. Rideout also served as the Senior Vice President, Chief Medical Officer for TriZetto Group, the global leader of the healthcare division for Cisco Systems Internet Business Solutions Group, and as the Chief Medical Officer and Senior Vice President for Blue Shield of California. Rideout has extensive experience in performance measurement, payment innovation initiatives and the use of technology to improve the healthcare system.

He completed his residency training in internal medicine at University of California, San Francisco and is a Fellow of the American College of Physicians. He received his medical degree from Harvard Medical School and his undergraduate degree from Stanford University.


David Seidenwurm, M.D

David Seidenwurm, M.D

David Seidenwurm, M.D., is a neuroradiologist and diagnostic radiologist with Sutter Medical. Currently, he is Chief Medical Officer at Sutter Physicians Alliance, Quality and Safety Medical Director of Sutter Medical Foundation, and board member of Sutter Care at Home and National Pace Partners.

Seidenwurm holds several positions related to quality measurement and consensus development related to clinical care, often within value-based payment programs. He has chaired or co-chaired advisory and working panels regarding clinical quality and cost of care performance measures and practice guidelines for governmental bodies, professional societies, and payer organizations.

He majored in Philosophy at Stanford University and concentrated in Neuroscience at Harvard Medical School.


Mary Watanabe

​ Director, Department of Managed Health Care

Director - Mary WatanabeMary Watanabe, is the Director of the Department of Managed Health Care. As Director, she convenes the Financial Solvency Standards Board (FSSB) to advise the DMHC on matters of financial solvency that affect the delivery of health care services and to recommend solvency requirements and standards.

Mary joined the Department in 2015 as the Deputy Director for Health Policy and Stakeholder Relations, where she was responsible for fostering proactive and effective relations between the DMHC and its stakeholders, while serving as primary advisor to the Director on critical issues and providing strategic planning and policy direction on emerging issues and industry trends. Prior to joining the DMHC, Mary served as Deputy Director for the Sales Division at Covered California, where she oversaw the implementation of the Navigator Grant Program, the Outreach and Education Grant Program and the engagement of community partners to educate consumers and small business owners about the health care options available through Covered California.

Prior to joining Covered California, Mary served for 12 years with the Managed Risk Medical Insurance Board in the areas of contract development and monitoring, eligibility and enrollment, and benefits administration of several public health care programs, including the Healthy Families Program. She also participated in the implementation of the Pre-Existing Condition Insurance Plan, a federally funded high-risk pool that offered health coverage to medically uninsurable Californians.

Mary holds a bachelor’s degree in Psychology from California State University, Sacramento.


Jessica Sellner

Chief Financial Officer, Health Net

Jessica Sellner, Health NetJessica Sellner is the Chief Financial Officer for Health Net. She leads the financial planning and actions for the company with a focus on the company's financial strengths. Her leadership scope includes forecasting and budgeting, financial planning and analysis, healthcare analytics and commercial pricing. 

Sellner joined Health Net in August 2014 as director of finance. Serving in increasingly responsible finance roles since then, including vice president of finance for all lines of business, she most recently served as interim CFO. Sellner serves numerous organizations throughout the greater Sacramento region, including as a board member for United Way and an inaugural year board member for the West Park Junior Panthers.

Sellner earned a Bachelor of Science from California State University, Chico, and a master's degree from the University of Nevada, Reno.
